สถาบันมาตรวิทยาแห่งชาติ (มว.) ได้รับการสถาปนาขึ้นตามพระราชบัญญัติพัฒนาระบบมาตรวิทยาแห่งชาติ พุทธศักราช 2540 ให้เป็นหน่วยงานของรัฐที่มีระบบบริหารงานเป็นอิสระ (Public Agency) อยู่ภายใต้การกำกับของกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม และให้เป็นองค์กรหลักในการพัฒนาระบบมาตรวิทยาของชาติให้สอดคล้องกับระบบมาตรวิทยาสากล โดยมีพันธกิจสำคัญคือการพัฒนามาตรฐานการวัดแห่งชาติให้เป็นที่ยอมรับในระดับสากล และถ่ายทอดความถูกต้องของการวัดต่างๆ ในประเทศ รวมทั้งเผยแพร่ความรู้ความเข้าใจด้านมาตรวิทยาแก่สังคมไทย เพื่อให้ตระหนักถึงความสำคัญของมาตรวิทยา อีกทั้งเสริมสร้างขีดความสามารถในการแข่งขันทางการค้าระหว่างประเทศ การคุ้มครองผู้บริโภคในประเทศ และการอนุรักษ์สิ่งแวดล้อม
