Job Description

Location: Chonburi

We prefer skills that experiences with variations submitted to multiple clients, and claims dispute with QS background of re-measurement works. 

Job Responsibilities

  • Lead subcontracting efforts to establish the overall subcontracting plan for subcontracted products and services.
  • Work with supply chain quality in the identification and qualification of suppliers, development of statements of work and supply agreements, establish proposal review criteria, and analyze and score supplier proposals.
  • Demonstrate leadership and communication skills to lead a cross-functional team through all phases of the subcontract lifecycle.
  • Develop subcontract requests for proposal and requests for quotation (RFPs/RFQs)
  • Working in sync with the Contract Manager, review the prime solicitation/contract to ensure that all appropriate terms and conditions are included in the subcontract RFP/RFQ and the resultant subcontract.
  • Coordinate the RFP/RFQ process including solicitation requirements, to ensure that all proposal/quotations are received in a timely manner and are compliant with the requirements of the RFP and prime contract.
  • Evaluate and negotiate proposals to assist Procurement and Engineering personnel in source selection decisions.
  • Work with supply chain quality to perform subcontractor vetting, and subcontract risk assessment and mitigation in accordance with policies and procedures.
  • Draft, review, negotiate, and administrate subcontracts throughout their lifecycle.
  • Process assigned Subcontracts and associated change orders in the purchase requisition system.
  • Review and negotiate Teaming, distributor, pricing, and other agreement types.
  • Review Nondisclosure agreements as needed.
  • Prepare subcontract documents and files in accordance with ISO and AS standards.
  • Manage subcontract performance for conformance to contract scope of work, schedule and cost.
  • Significant experience dealing with closed shop contractors in the construction project environment.
  • Must be a self-starter to work in a Construction Project Site Environment with much experience dealing with closed shop subcontractors.
  • Ability to create a Subcontracting Plan and Manage Pre-qualification of potential Bidders.
  • Ability to create Request for Proposals for Subcontractors to perform Civil / Structural / Architectural, Mechanical, Electrical, Piping, and other subcontracts as required.
  • Ability to negotiate initial Subcontract and post Award Subcontract Changes through the administration of the subcontract as they arise.
  • Experience in working in a Job Site Environment with all levels of Contraction Management Staff
  • Develops advanced concepts, techniques, and standards; viewed as consultant within the project.
  • Develops solutions to problems of unusual complexity and scope that require a high degree of innovation and ingenuity.
  • Work performed under senior construction management’s direction toward construction project goals and objectives.
  • Project Subcontract consultant to construction management for project organization on highly significant subcontract matters.
  • This is an onsite, hands-on opportunity


  • Accredited degree or global equivalent in Engineering or equivalent.
  • 5 years of contract management, subcontract administration, and procurement experience supporting engineering and construction projects
  • QS background of re-measurement works.
  • Experience developing negotiating contract terms and conditions specifically for contracts related to services, construction, engineering, materials and equipment installation
  • Strong understanding of contracting principles and legal terms and conditions
  • Broad understanding of the construction industry and contract language associated engineering, procurement, fabrication, and construction/construction management (EPFC/CM)
  • Experience with administering the Request for Proposal (RFP) process for contractors on construction/fabrication  industrial construction projects
  • Experience in managing the Contractor pre-qualification process
