Job Description

Principal Accountabilities :
  1. Develop maintenance strategy and long-range plan of all related disciplines and equipment.
  2. Set up and implement PM/PDM program for equipment result from maintenance data analysis and RRM study.
  3. Perform equipment life cycle study and renewal plan.
  4. Initiate maintenance budget estimation both OPEX/CAPEX and manage maintenance budgeting, controlling, and staffing management as planned to ensure effectiveness in terms of quality and quantity.
  5. Providing technical support, guidance, troubleshooting, on technical support in maintenance disciplines.
  6. Coordinate with multi-discipline team and relevant parties for problem-solving on both new equipment and in-use equipment. Contact with vendor or supplier to analyze equipment component complicated failure root cause.
  7. Review consolidation and standardization of tools, parts, equipment, and system to ensure quality standards and compliance with maintenance policies, standards, and procedures.
  8. Monitor and review engineering design, improvement, and optimization of machinery, tools, parts, and equipment to ensure the highest performance and reliability of equipment.
  9. Contractor Management for subcontracting and labor management by coordinating with procurement to ensure optimal labor utilization and negotiation of contract terms with subcontractors and vendors.
  10. Manage and ensure the asset always in compliance with prescribed regulation, legal, Operational Excellence Management System, Process Safety Management, and standard.
  11. Review and develop maintenance recommended practices from various sites to ensure and create maintenance best practice alignment. 
  12. Providing direction on necessary spare parts required BOM changes or creation for new/modified equipment installations.
  13. A focal point to support execution as package leader in normal maintenance, major turnaround or shutdown to ensure the effectiveness of maintenance quality assurance & quality control.
  14. Other tasks as assigned by management.

Formal Education: B.Eng or M.S. degree in Instrumentation Engineering or related field.

Working Experience - Skill :

  • 5-7 years of Maintenance experience and troubleshooting of major Instrument & Equipment of  Petrochemical /Polyolefin plant
  • Contribute to all safety design processes including HAZAN, HAZOP, SIL Classification, Safety Lifecycle
  • Develop and lead the improvement of the Alarm Management Systems, DCS, and Hardware safety trip systems, YOKOGAWA DCS experience preferred.
  • Development of instrumentation and control design documents (P&IDs, Instrument and I/O Lists, Control System Architecture, Network, Graphics Display drawings)
  • Experienced in spare parts management and control
  • Experienced with Process Hazard Analysis, Project Management, Turnaround Planning, Project Design, FMEA, Root Cause Analysis for instrument systems.
  • Experienced in providing budgeting and control spending for maintenance activities
  • Develop and manage contract documentation for outsourcing service maintenance of instrument systems.
  • Set up maintenance for instrument system with CMMS, SAP experience preferred.
  • Implement ISO9001 for Maintenance Department
  • Ability to review instrumentation and control system design, evaluate and select instrumentation, control system and equipment in Petrochemical /Polyolefin  plant, support project development, and execution
  • Ability to analyze plant instrument problems and develop practical repair solutions that allow the site to meet short-term commitments while providing the basis for long-term improvements.
  • Possess strong knowledge of government regulations affecting chemical plant operations (includes safety, environmental, and labor regulations).
  • Good interpersonal/communication skills. Position requires productive interactions with multiple people at different levels within the company, contractors, vendors, and periodically with customers.
  • Practical oral and written English communication skills including communication across language barriers.
