Job Description

Accountabilities:

  • Support development and implementation of standards, guidelines, procedure and management system related to process and technical safety e.g. risk management standard, process safely management standard, HAZID/HAZOP guideline and technical safety specifications within PTTEP Engineering General Specifications (PEGS) in compliance with international standard and industry best practices plus in alignment with corporate direction;
  • Implement corporate technical safety and process safety work plans, activities in accordance with corporate strategic direction and supervise team on the implementation;
  • Support engineering projects as a technical safety engineer to provide process and technical safety execution and/or support involving: leading safety studies (HAZID, HAZOP, QRA, etc), developing project safety deliverables for in-house projects, supervising, reviewing and approving work done by engineering contractors. Ensure that recommendation from these studies are translated into actions to make risks as low as reasonably practicable; and supporting project management to champion project Safety Case development.
  • Support assets and high risk activities (e.g. drilling, logistics) as a technical safety engineer to provide process and technical safety support including: participation/ leading safety studies, risk assessments, management of change (Modifications, Deviations, Downgraded Situations); assisting in process safety performance monitoring and analysis; identifying and monitoring all Major Accident Events (MAEs), Safety Critical Elements (SCEs) and Performance Standard (PS) as well as provide support on development and implementation of Major Accident Prevention Tool; and supporting Safety Case owner to develop, review and monitor Safety Case.
  • Act as a Technical Authority for technical safety related to assess. Review and grant deviation against relevant corporate SSHE standards and specifications;
  • Participate and/or lead compliance check and audit programs on Technical Safety related areas (MOC, Safety barriers, PSUA, PTRs/OTRs, SSHE Due diligence). Identify gap, give recommendation for continuous improvement and track until completion of SSHE findings/ recommendations actions;
  • Participate in accident/ incident investigations when nominated. Analyse and provide advice /support on preventive measurement and remedial actions to near misses or high potential incidents related to Technical Safety including SCE failure to ensure all actions are taken property
  • Keep abreast and monitor industry developments and introduction new safety technology
  • Use appropriate software and tools for safety analysis calculation and design aids, e.g. PHAST;
  • Support creation and development of program/ campaign which promote safety awareness and prevent major accident in PTTEP asset operations, projects and high risk activities
  • Perform special initiatives assignment related to responsible areas

Knowledge & Experience:

  • Bachelor’s degree in Chemical Engineer or related fields
  • Minimum of 7 years’ experience of Technical safety engineer or related engineering disciplines
  • Minimum of 10 - 15 years’ experience in petrochemical, oil and gas industry
  • Good understanding of oil and gas exploration and production process
  • Have a comprehensive knowledge in loss prevention process, safety study and safety analysis techniques
  • Good knowledge of industry codes, standards and legislation on SSHE aspect
  • Strong leadership skills and good communication skills
  • Able to communicate complex technical terms to a wide range of audience from senior management to frontline personnel
  • Good command of spoken and written English
  • Strong analytical skills

Preferred qualifications

  • Master’s degree in Chemical Engineering, Loss Preventions, Technical Safety or related fields
  • Licensed Engineer
  • Certified Functional Safety professional
