Job Description

Role Summary
In this dynamic, diverse and challenging role you’ll play a vital role in developing, managing and executing the IT/HR procurement as priority that will deliver commercial benefits to Thai Union Group PCL., as well as undertaking strategic supplier relationship management across the related department.
The procurement manager is a strategic role that continually assesses business needs, financials and the technology vendor market to determine the best options and sources of supply for the organization both local and global. Whilst delivering and driving strategic value to Thai Union Group PCL.
Core Responsibilities
  • Organize, facilitate and manage cross-functional teams to develop plans and service purchases. Purchasing plans will include development and implementation of sourcing strategies, supplier improvement plans, supplier reviews, and risk management
  • Partner with the IT/HR/others to support the vendor proposal process during the bidding stage, including supplier selection, supplier evaluation, submission of RFP packages and bid analysis. Ensure transparency and fairness in the selection of software/vendor and equipment
  • Lead supplier selection once budget approved thru Steering committee to get supplier selection/awarded
  • Update and maintain an audit log for all project tenders, bids and contract awards. Use this analysis to drive efficiencies in quoting process and assess whether the price is reasonable
  • Develop strategic supplier partnerships for repetitive purchases and help develop plan long-term and short-term strategies for service agreements
  • Monitor and hold strategic partners accountable through the use of Supplier Scorecards, annual business reviews and issue escalation processes
  • Perform Vendor set-up process for all new suppliers with adherence to Thai union group requirements, including documentation collection, submission and tracking approval process
  • Draft subcontract agreements using designated templates, negotiate terms and conditions with vendors and work with project teams and contracts/legal team to assess requests for non-standard critical contract adjustments. Reach agreement on subcontract terms and obtain signatures on executed contracts and document agreements
  • Responsible for post award modifications to subcontract agreements including all change order related activities
  • Builds and maintains strong internal and external relationships at senior and executive management levels.
  • Develop and implement plans for process changes in the support of continuous improvement initiatives for operations. Optimize the relationship of contracts and one-time purchases in a manner that optimizes administration and reduces overall expense
  • Work on yearly cost savings reduction targets on spending through year over year cost reductions, multi-year pricing agreements or other value add approaches
  • Supporting the Supervisor as requested and contributing to teamwork efforts.
Skills, Knowledge & Abilities
  • Commercial acumen with proficient negotiation skills, with confidence and ability to lead complex commercial negotiations and achieve results
  • Demonstrates integrity and professionalism and is viewed by internal and external stakeholders as credible and trustworthy
  • Strong industry experience and category subject matter expertise in IT/HR Procurement a plus. Expertise should include knowledge of industry trends, prominent suppliers, industry procurement strategies and levers, Etc.
  • High degree of motivation, the ability to prioritize and self-direct and sound interpersonal skills.
  • Strong analytical and quantitative skills
  • Excellent written and verbal communication and a high level of presentation skills.
  • Strong and proven interpersonal and organizational skills with ability to handle multiple projects in a challenging and dynamic environment.
  • Significant procurement management experience of strategic sourcing in a large company environment, preferably with European or global experience

  • Education - Bachelor Degree in computer engineer, engineer, business or MBA
  • Proven background in managing procurement/purchasing
  • Excellent stakeholder management skills
  • Experience of IT/HR procurement in a fast-paced private sector function across all,  IT a plus
  • 6-8+ yrs. of business experience in vendor management, procurement, strategic sourcing; global sourcing a plus
  • Strong knowledge MS office, SAP, ERP/ P2P systems knowledge
