Job Purpose

 The Project Office department is responsible for planning, analyzing specifications, performing takeoff and pricing of various construction projects. You are competent in providing an effective and efficient Cost Management services, will work closely with team member of each disciplines within the company and act as the leader on bid and preconstruction estimates and costs control. Beyond the day-to-day, you will contribute to longer-term improvements project, process improvement and the documentation efforts that will help Thaanjaya reach new heights.

Major Accountabilities  

QS Management

  • Review construction plans and specifications to complete quantitative take-offs and support estimators
  • Prepare preconstruction estimates for schematic and design development levels for project
  • Develop budget estimates by performing accurate quantity take offs using plans and specifications, or conceptual information
  • Develop and manage cost estimating deliverables for full lifecycle project
  • Participate in Value Engineering studies
  • Develop cash flow projections
  • Develop pricing and unit rates from understanding concept of productivity rates in calculation of labor rates
  • Develop processes of budget control

Contract Management

  • Prepare full lifecycle subcontract tender and contract documentation (BOQ, schedule of rates, tender pricing, tender analysis, tender reporting, tender management)
  • Lead and support bidding tasks including the followings: finalize project cost & alternates; verify subcontractors’ scopes & costs; analyze project risks; resolve conflicts and questions on bid scopes
  • Lead financial contract administration including preparation / evaluation / recommendation of interim and final progress payment claims
  • Measure and evaluate progress payments claims
  • Measure and evaluate change orders
  • Evaluation, negotiation and recommendation for award of contracts
  • Lead and solve contractual disputes

Cost Control Management

  • Perform a key role in setting the project budget
  • Review and update the budget with actual data
  • Review and coordinate the financial project follow-up including construction and labor costs, WIP and cash-flow
  • With the support of other departments, consolidate, analyses and report on project performance KPIs
  • Anticipate and alert on financial and operational risks
  • Develop appropriate risk management plan to prevent both cost and schedule over run
  • Organize regular inspection of construction sites

Qualifications and Requirements  

  • Bachelor's Degree in Construction Management, Structural Engineering, Architectural Engineering, Quantity Surveying or equivalent recognized technical qualification
  • Minimum 5 to 10 Year' experience in estimating commercial and residential construction projects
  • Experience of working for a reputable QS Consultancy; a large Contractor or within a D&B Main Contractor as a lead estimator
  • Knowledge and understanding of execution of cost management services; good planning, organization and communication skills essential.  Understanding of technical and non-technical documents related to cost management services required
  • Knowledge of controlling and monitoring outcomes quality of company production system
  • Hands on experience of pulling, improving data and turning them into construction “production” quantities for further purposes (costing, scheduling, procurement, logistics)
  • Has experience and an excellent knowledge of back costing / project financial performance and QS processes
  • In depth knowledge of industry-estimating software packages
